Discounts: What is the Target Collection Level™ (TCL)?

Last updated on 12 Sept, 2025

The Target Collection Level™ represents the ideal amount of money you should aim to collect per visit for a care plan. It serves as a guide for determining the appropriate level of discount to offer on plans to ensure profitability. When developing a care plan, it is important to compare your Average Collection per Visit to the Target Collection Level™. If you find that you need to raise your Average Collection per Visit to align with the Target Collection Level™, consider reducing the discount. On the other hand, if you need to lower your Average Collection per Visit, consider increasing the Plan Service Discount.

*Per the OIG recommendations, your discounts should not be more than 15% off your actual fees.
